BSNL Employee Applications for Outside Recruitment – New Guidelines

BSNL has announced the different guideline for direct outside recruitment. Forwarding employee applications to the concerned authority. A different approach is followed by the cadre controlling authority and circle of BSNL.

Certain following guidelines to be followed by an employee with the approval from the competent authority for outside direct employment.

BSNL guidelines for sending application of employee for direct outside recruitment

As per norms of BSNL corporate office circular 250-20/2014-Estt.-III Dated: 12 /11/2018, BSNL circles, or LSA’s sending and submitting the application to other government organizations.

Direct employment in central/state government including Autonomous bodies or public sector undertaking can be forwarded. A person with technical interest can be applied for six times in a year including UPSC and SSC.

Proper submission is required. Forwarding the application with the proper channel with a copy of the recruitment advertisement. Once the application is forwarded, the employee will be granted for NOC to appear for interview for the post mentioned in the application.

In the online application, BSNL employee should inform the competent authority in advance for submitting an application with a copy of the advertisement. A printable copy can also be submitted. Entrance exams like GATE, CAT with NOC is shown at the interview time.

BSNL official has to fulfil the bond obligations as per guidelines. At the event of selection, application of employee with bond obligations can be forwarded to intimate the prospective employee.

If the employee is under suspension, a disciplinary proceeding has remained, the application form is not considerable. Charge sheet can be issued for criminal prosecution.

BSNL Rules for employee application

  • There is no problem of BSNL employee in forwarding application to a private organization.
  • If an employee wants to apply for private employment then resignation/voluntary retirement need to be submitted first. Acceptance of resignation or expiry of the notice of retirement is required permission from the competent authority.
  • Their release will be governed from acceptance of resignation as per extant instructions.
  • BSNL will release the letter for acceptance of resignation. On further, BSNL employee cannot be revert back to his BSNL parent cadre. For an absorbed employee in BSNL, their lien is governed by personnel branch 27.01.2016.

Whether an employee can apply for single NOC in interviews conducted by PSUs through GATE examination?

Separate No Objection Certificate is required for applicant every time when admitted to interview through GATE.

Who will issuing authority of NOC in case of employee admitted to Recruiting circle and allotted to Non-Recruiting circle

The application will be forwarded to concern authority of recruiting circle in the issue of NOC. Appointing Authority of the main recruiting circle.

Competent authority for application

The appointing authority of the post will be concerned presently working. So the BSNL competent authority of all circles and BSNL employees to follow the instruction for uniformity and avoid the discrepancy and litigations for the organization matters.
