DoT Says Digilocker Verified E-documents Required For Self KYC

DoT makes decisions clear to all Telecoms. New Mobile connections can now be issued under the self-KYC process. All e-documents are to be verified via Digi locker.

All licensed Telecom service providers are now directed to provide a login option on mobile apps. Consumers to get a one-time OTP every time they log in for approval of Self KYC. DoT announces that all e-documents should be verified by Digilocker. Telecom users can now apply for a new SIM from any place of their convenience. Door delivery of SIM cards made possible with easy verification of documents.

The Department of Telecommunications had already directed Telecom operators to ensure smooth functioning of their system before introducing the Self KYC (Know your customer) procedure to consumers. Each time the customer logs in, they will be provided with an OTP to approve the KYC process.

Since the new rule states that Digilocker verified e-documents are necessary, telecom operators are still figuring out how to handle the Doorstep delivery of SIM cards. There is a risk of non-availability of documents and also a lag in receiving the documents on time. Another concern is that the customers cannot upload the required documents by themselves on DigiLocker. These can only be issued electronically and verified by an authorised official at DigiLocker.

When it comes to documents issued by the central government or by other state governments which use technology better, it will be easy to get the verification of documents from the government locker (Digi Locker). Other state government-issued documents are not always available on such platforms. That may be problematic in new customer acquisition, a senior official of a telecom stated.

Earlier, customers could go to the respective telecom regional centres or point of sale and submit all documents, get them verified and signed. The new regulations were passed by the Cabinet on September 15th. We are yet to see the efficiency of the new system.
