BSNL VRS scheme targeting 80000 to 90000 employees approximately to save 7500 crore rupees per year from out of 106304 who are aged above 50 years, working in the organization of Bharat Sanchar Nigam Limited by offering attractive VRS package, and the total ex gratia cost of approximately Rs 14800 crore will be borne by Government of India.

BSNL VRS Scheme Benefits

  • BSNL / MTNL employees having remaining service of 53 months will get 125% of the existing emoluments for its remaining period.
  • The employees of BSNL and MTNL having remaining service more than 53 months and up to 80 months will get 100-125% of the existing emoluments for its remaining period.
  • For BSNL VRS optees, Ex Gratia and Leave encashment will be paid in 2 instalments
    • One in the Last quarter of the current financial year 2019 – 2020
    • Other in the first quarter of the next Financial year 2020 – 2021.
  • Gratuity with interest admissible for GPF and Commuted value of Pension will be paid on completion of 60 years of age or 5 years after VRS in respect of those below 55 years of age, whichever is earlier.

BSNL VRS Calculator

VRS benefits will be in Gujarat pattern (35 days wages for completed years of service and 25 days for the remaining service) or 125 % of the salary for the remaining months of service, and 125% of wages includes pension (50%) without commutation.

VRS Implementation

The complete details of BSNL VRS package Ex Gratia and other benefits is available in ERP/ESS portal when login to HR login for the benefit of individual employees desiring to opt for VRS

  • From 04.11.2019, the VRS window is available in online at http://eportal.erp.bsnl.co.in and it is closed on 03.12.2019

In case of employees not opting for VRS in sufficient numbers, reduction of retirement age to 58 may be implemented said by BSNL CMD.

29.10.2019 – Department of Telecommunication released an office memorandum F.No: 30-04/2019-PSU Affairs dated 29 October 2019 for all the approved proposals considered in Union Cabinet meeting on 23.10.2019 for “Revival of BSNL and MTNL”, and the memorandum consists of

  • Voluntary Retirement Scheme on Gujarat Model
  • Payment of Exgratia amount for VRS
  • Administrative allotment of 4G spectrum
  • Monetisation of Lands as per DIAPAM guidelines
  • Monetisation of Tower and Fiber Assets
  • Merger of MTNL with BSNL

28.10.2019 – Department of Telecommunication (DOT) has also approved the following committee for reviewing and finalizing the guidelines for Voluntary Retirement to the employees of BSNL / MTNL as per the approval of Union Cabinet for Revival of BSNL / MTNL in its meeting dated 23.10.2019.

In part of revival of BSNL and MTNL, both the companies were merged in 18 to 24 months, after addressing all the contentious issues like debt, delisting of MTNL, pay and pay scales, promotion etc, where MTNL will be merged into BSNL, and initially MTNL will become a subsidiary of Bharat Sanchar Nigam Limited.
